UN General Assembly Resolution: The role of Ombudsman Institutions in upholding good governance

On 17 December 2024, the United Nations General Assembly adopted a landmark resolution reaffirming the critical role of Ombudsman institutions in promoting the rule of law, good governance, and respect for human rights and fundamental freedoms.

This resolution acknowledges the historical significance and continued evolution of Ombudsman institutions worldwide. It highlights their ability to address power imbalances between individuals and public service providers, thereby strengthening trust in public administration and enhancing the principles of transparency, accountability, and fairness.

Ombudsman institutions, by their very design, serve as guardians of the rule of law. Their mandate empowers them to ensure that public services operate within the framework of justice and equality. Through their oversight, they promote good governance and ensure that the delivery of public services respects fundamental human rights and freedoms.

The resolution also celebrates the growing global recognition of the importance of Ombudsman institutions and the demand for their establishment and strengthening. As impartial and independent bodies, they provide accessible avenues for resolving grievances and ensuring fairness in public administration.

Of particular significance is the resolution’s recognition of global and regional Ombudsman networks, such as the International Ombudsman Institute (IOI) and the Association of Mediterranean Ombudsmen (AOM). These networks play a key role in fostering cooperation, sharing best practices, and advocating for the role of Ombudsman institutions.

The Office of the Ombudsman in Malta is not only an active member of these international networks but is also represented at the highest levels. The Parliamentary Ombudsman of Malta, Judge Emeritus Joseph Zammit McKeon, serves as a Director on both the World Board and the European Regional Board of the IOI, as well as Secretary General and Treasurer of the AOM.

In reaction to the resolution, the Parliamentary Ombudsman of Malta, Judge Emeritus Joseph Zammit McKeon, said, "This resolution serves as a powerful reminder of the transformative potential of Ombudsman institutions in bridging the gap between public administration and individuals, ultimately contributing to justice, equality, and sustainable development."

He continued that “The recognition by the UN General Assembly further reinforces the relevance of the Office of the Ombudsman in Malta and its ongoing efforts to better public administration, to be the voice of the voiceless, and to broaden its mandate to encompass the protection and promotion of human rights. By doing so, the Office ensures a comprehensive approach to safeguarding the rule of law and fostering good governance, aligning with the global standards highlighted in the UN General Assembly resolution.”
