Kosovo delegation study visit concludes with focus on communication, IT and human resources

The second day of the study visit by the delegation from the Ombudsperson Institution of the Republic of Kosovo focused on communication, IT infrastructure, and human resources management.

The programme included a session on website management, social media, and communications, delivered by Mr Jurgen Cassar, Head of Communications and Research. This was followed by a presentation on IT infrastructure by Mr Sandro Bezzina, outlining the systems that support the operational work of the Office.

Human resources management was also discussed, with contributions by Mr Paul Borg, Director General, and Mr Gordon Fitz, Finance Manager. The session addressed organisational structures, staff management, and internal processes that support the effective functioning of the institution.

In his concluding remarks, the Parliamentary Ombudsman, Judge Joseph Zammit McKeon, underlined that every official, regardless of role, represents the institution and contributes to the quality of public administration.

He emphasised that people approach Ombudsman institutions because they need assistance, and that the responsibility of the institution is to provide support and guidance. He also highlighted the importance of safeguarding autonomy and independence, noting that these are the foundations of the institution’s strength and credibility.

The Ombudsman stressed the duty to act in the interest of the community, with particular attention to vulnerable persons who rely on the institution for protection and redress.

He concluded by referring to the close relationship with the Kosovo Ombudsperson Institution, recalling that Kosovo was the destination of his first official visit as Ombudsman in May 2023, and reaffirming the importance of continued cooperation between the two institutions.
