The Office of the Ombudsman intervened following a number of complaints from residents and road users regarding prolonged road works in the area of Għajn Tuffieħa and Manikata. The complaints highlighted the significant inconvenience caused by the ongoing works, which resulted in heavy traffic congestion, poor traffic management, and unclear signage.
In response, on 29 May 2025, the Ombudsman convened a joint meeting with the CEOs of Infrastructure Malta, Enemalta, and the Water Services Corporation—the three entities responsible for the project. The meeting was primarily intended to address public concerns, improve coordination among the authorities involved, and ensure a timely resolution to the disruptions.
During the meeting, discussions focused on enhancing traffic management, establishing a clear timeline for project completion, and ensuring better collaboration between the entities. The Ombudsman urged all three organisations to commit to a firm deadline for the completion of works and to take every necessary step to minimise further inconvenience and avoid unnecessary risks to the public.
It was agreed that the works would be completed by the second week of July, allowing traffic flow in the area to return to normal. The Office of the Ombudsman closely monitored progress in the following weeks to ensure that this commitment was honoured.
By mid-July, the majority of the road works, including final finishing works, had been completed, and normal traffic conditions were restored.
The Ombudsman acknowledged the commitment shown by the entities in meeting the agreed timelines and emphasised the value of their cooperation and responsiveness, noting that such coordinated efforts set a constructive example for the handling of similar projects in the future.
The Office of the Ombudsman will continue to follow up on issues of public concern and ensure that public service providers uphold standards of good administration, especially when projects have a direct impact on people’s daily lives.
