The Parliamentary Ombudsman, Judge Joseph Zammit McKeon, presented the 45th edition of the Case Notes to the Speaker of the House of Representatives, the Hon. Anġlu Farrugia. The publication, issued by the Office of the Ombudsman, forms part of a long-standing series that has been published consistently since the establishment of the institution.
This year’s edition brings together a selection of 38 cases investigated and concluded during 2025 by the Ombudsman and the Commissioners for Education, Environment and Planning, and Health. The Case Notes provide an overview of the work carried out across a broad range of sectors, reflecting the diversity of issues brought before the Office.
The cases addressed in this edition cover matters related to public administration, employment practices, access to information, and the delivery of public services. They also include complaints concerning education, healthcare, planning and environmental regulation, as well as issues related to fairness, transparency, and the application of procedures by public authorities.
Several cases highlight areas where administrative processes can be improved, including timeliness, clarity of communication, and decision-making practices. Others provide guidance on promoting equal treatment, facilitating access to services, and ensuring that procedures are applied consistently and transparently. The publication also identifies instances where broader improvements may be beneficial, offering practical recommendations to strengthen administrative practices beyond the individual case.

During the presentation, the Ombudsman stated that the Case Notes help readers better understand the importance of good governance in public services and administrative practices. He noted that public authorities can use these case studies as a practical reference to engage more effectively with the public and respond fairly to concerns raised.
He added that the Case Notes support the public service in strengthening standards of good governance and improving the quality of services. By reflecting on the cases presented, public administration can refine its methods and procedures and promote a more responsive and accountable approach.
The Case Notes are intended to reach a wide audience, including public bodies and the general public, and serve as a practical tool to promote fairness, accountability, and better administration across all sectors of public service.
