Ombudsman Office hosts Kosovo delegation for study visit

The Office of the Parliamentary Ombudsman is hosting a delegation from the Ombudsperson Institution of the Republic of Kosovo on a two-day study visit in Malta.
The delegation is composed of ten officials representing key administrative functions within the Kosovo institution and is led by the General Secretary, Milot Vokshi. The visiting team includes senior officials responsible for human resources, internal audit, budgeting, procurement, IT, finance, logistics, certification, and archiving.
In his welcome address, the Parliamentary Ombudsman, Judge Joseph Zammit McKeon, referred to the strong and longstanding relationship between the two institutions. He noted that the study visit provides an opportunity to further strengthen cooperation and support through the exchange of experience and best practices.
The Ombudsman highlighted his positive experience during previous visits to Kosovo, describing the institution as one driven by committed professionals with a clear vision to carry out their mandate with integrity. He reiterated his view that the institution, led by Ombudsperson Naim Qelaj, merits continued international recognition and support.
The first day of the visit focused on internal administrative systems and operational practices. Sessions covered financial management, including the financial cycle, budgeting processes, reporting, and audit mechanisms. These were delivered by the Director General, Mr Paul Borg, and the Finance Manager, Mr Gordon Fitz.
Further discussions addressed the modernisation of the Office’s case management system, including the introduction of artificial intelligence tools in the near future. This session was delivered by Mr Jurgen Cassar, Head of Communications and Research.
The programme also included a presentation on documentation, archiving, access, retention, and storage systems, delivered by Ms Maria Mifsud, Head of Secretariat.
The study visit forms part of ongoing efforts to promote institutional strengthening and knowledge exchange between Ombudsman institutions.
