The Commissioner for Education, Chief Justice Emeritus Vincent De Gaetano, delivered an interactive session with employees of the Archbishop’s Curia as part of the Office of the Ombudsman’s ongoing outreach initiatives.
The session, entitled “The Work of the Ombudsman, the Right to Good Public Administration, and the Rule of Law”, focused on raising awareness of the role of the Ombudsman and the importance of good governance within public administration.
During the session, the Commissioner explained the function of the Ombudsman as an independent institution that investigates complaints concerning acts or omissions of the public administration. He outlined how the Office examines whether decisions are lawful, fair, reasonable, and properly justified, and how it contributes to improving administrative practices.
The discussion also addressed the broader principles underpinning the work of the Ombudsman. These included the rule of law, accountability, transparency, and the duty of public authorities to act fairly and provide clear reasons for their decisions. The Commissioner highlighted that good administration is not limited to legal compliance, but also requires ethical conduct and respect for individuals.
Particular emphasis was placed on the right to good public administration, described as the right of individuals to be treated fairly and justly when dealing with public authorities. The Commissioner explained that this right reflects the obligation of public institutions to serve the public with integrity, efficiency, and responsiveness.
The session encouraged reflection on the practical application of these principles in everyday administrative work. It also provided an opportunity for discussion and engagement with participants, reinforcing the importance of awareness and understanding of rights and responsibilities within public service.
This initiative forms part of the Office’s continued efforts to promote good administration, strengthen accountability, and enhance public trust in institutions.
